"The windfall, according to a city official, who requested anonymity, was not justified. ".Manila is host to casino and slot machine operations at the Manila Pavilion Hotel, Gran Boulevard Hotel, Pan Pacific Hotel, Manila Hyatt Hotel and selected arcades."
